Fulham set the tone early, with Harry Wilson breaking the deadlock in the seventh minute after Tottenham failed to deal with pressure inside their own box.
Spurs protested the build-up, claiming Radu Dragusin had been nudged by Raul Jimenez, but a VAR review ruled the contact insufficient to overturn the goal.
While Wilson’s opener unsettled the visitors, it was Iwobi who delivered the moment of real quality in the first half.
In the 34th minute, the Nigerian midfielder produced a stunning long-range strike that crashed in off the far post, leaving the goalkeeper with no chance.
The goal not only doubled Fulham’s advantage but also underlined Iwobi’s growing influence in Marco Silva’s side.
Tottenham, who failed to register a shot on target in the opening half, improved after the break following the introduction of Mathys Tel and Richarlison.
The latter gave Spurs a glimmer of hope in the 66th minute, heading home from close range after good work on the flank.
However, despite a late push, the visitors could not find an equaliser.
The result piles pressure on new head coach Igor Tudor, who becomes only the second Tottenham manager to lose his first two Premier League matches in charge.
Spurs have now managed just two wins in their last 19 league outings, highlighting the scale of the task ahead.
In contrast, Fulham continue their upward trajectory under Marco Silva. Back-to-back victories lift the Cottagers to ninth place, keeping their European ambitions firmly alive.
